unlikely that during the final attack or shortly after the

fall of Hankow Japanese may attack Canton in force. In

these circumstances it is highly advisable that I should

have in readiness plans for the concentration camp in the

now territories for refugees proceeding to villages near

the border whose admission could not humanely be refused.
